Kann Kakashi Chidori?
Chidori (千鳥, „Tausend Vögel“) ist ein Raitonjutsu, das von Kakashi Hatake zu Zeiten des Dritten Ninjaweltkrieges entwickelt wurde und auch von Sasuke Uchiha beherrscht wird. Kakashi verwendet jedoch meistens die S Rang-Version Raikiri.

Rasengan (螺旋丸, „Spiralkugel“) ist ein Ninjutsu, welches von Minato Namikaze in einem Zeitraum von drei Jahren entwickelt wurde. Der Vorteil der Technik liegt darin, dass man keine Fingerzeichen benötigt, um sie auszuführen.

Yes, Kakashi did invent the Chidori, and later evolved it to become Raikiri. Kakashi invented Chidori because he was unable to perfect Rasengan (incorporate chakra nature into it). His first time using chidori is shown here: Sasuke did not name the technique Chidori, nor is it the same as Raikiri.
Why is it called Raikiri instead of Chidori?
At some point during Kakashi’s career, he used Chidori to cut lightning and it gained the nickname of Raikiri. Even though it is technically called Chidori, this deed made it famous as Raikiri instead and Kakashi himself decided to use the nickname for the jutsu as well. The jutsu itself, however, is unchanged.
Why does Kakashi not need Sharingan to use Chidori?
Because doing Chidori does not require Sharingan, it’s just an accumulation of lightning natured Chakra that is transformed into a stabbing thrust by moving at superhuman speed (even from Naruto’s standards). When Kakashi first used it, he took down several shadow clones of the enemy, so fast that the clones couldn’t react at all.
Is Sasuke’s Chidori stronger than Kakashi’s?
Kakashi refined his Chidori and renamed it Raikiri which was more dense and stronger than usual Chidori. Sasuke probably didn’t go the route to enhance his Chidori but he developed several other varied applications of it which were cooler than actual Chidori (Kakashi also developed similar kind of variants).
