Basically you put in 3 skin shards that you have, then the system chooses a skin that you don’t own and gives it to you. I would personally put off rerolling until you own every champion.

No, the tiers of the skins you roll in don’t make the tier of the outcome higher, for example, rerolling 3 legendary skins won’t get you a mythic, you’ll probably end up with a Kog’Maw skin most of the time. For me, I only reroll „1350 or below“ skins, they are epic skins and below.
